3、Qualification Requirements For Bidder
Qualifications or Performance:1. A valid business license or relevant certificate registered legally within or outside the territory of the People's Republic of China requires copies of relevant documents.
2. When the goods provided by the bidder are designed and integrated (or manufactured) by the bidder themselves, the bidder shall be deemed as a manufacturer and shall provide a "Manufacturer Qualification Declaration". When the goods provided by the bidder are not designed and integrated (or manufactured) by the bidder themselves, the bidder shall be deemed as an agent and shall provide a "Manufacturer Qualification Statement" and a "Bidder (as an agent) Qualification Statement". The bidder shall obtain a formal authorization letter (signed or stamped with an official seal) from the original manufacturer or agent of the goods (if an agent, a valid explanation of the relationship between the original manufacturer and the agent shall be provided) agreeing to provide the goods in this bid.
3. The bidder shall provide a copy of the audit report for the year 2024 issued by an accounting firm (including at least the main text of the audit report, balance sheet, income statement, and cash flow statement) or the original or copy of the credit certificate issued by the bank within three months prior to the bid opening date.
4. Units with the same person in charge or different units with controlling or management relationships are not allowed to participate in bidding for the same bidding project and section, and must provide controlling and management relationships (signed or stamped with official seals).
5. Within the three years prior to participating in this project activity (up to the deadline for submission of bidding documents/bid opening time), there have been no significant illegal records or major product quality issues in the business activities. Major product quality issues refer to: 1. products that do not meet national or industry standards for safeguarding human health and personal and property safety; 2. products that are adulterated, counterfeited, inferior, or substandard; 3. products that are officially eliminated by the state; 4. products that have expired or deteriorated; 5. products that forge their place of origin, forge or falsely use someone else's factory name or address, forge or falsely use production dates, safe use periods, or expiration dates; forge or falsely use certification marks, etc. 6. Other situations that are classified as serious quality problems according to laws and regulations. Major product quality issues shall be subject to significant administrative penalties imposed by relevant industry regulatory authorities or relevant legal documents issued by judicial authorities. Relevant statements (signed or stamped with official seals) must be provided.
6. Bidders are required to provide an anti commercial bribery commitment letter (signed and stamped with official seal).
