3、Qualification Requirements For Bidder
Qualifications or Performance:1. Bidders must be equipment suppliers with independent legal person status and the capability to provide the goods and services specified in this tender document.
2. Bidders must have completed new construction or renovation/expansion projects in the Chinese mainland with a single contract scale of 100,000 m3/day or above since January 1, 2021 (based on the date of signing the completion (handover) report), and the effluent water quality indicators must meet the Class A or higher standards of the "Pollutant Discharge Standards for Urban Sewage Treatment Plants" (GB18918-2002). Additionally, the project must involve sewage treatment plants with a single contract amount of ≥80 million RMB or equivalent foreign currency (foreign exchange rates shall be calculated based on the exchange rate at the contract signing date), along with at least one performance record of complete process equipment sets. [Note: (1) If the project is awarded through a consortium, the bidder must be the lead party of the consortium, and the lead party must be the equipment supplier and installer; otherwise, the performance record will not be recognized. (2) Performance records for EPC, PPP projects (including BOT, BT, TOT projects) (including secondary bidding or subcontracting) will not be recognized. (3) For general contracting contracts for civil engineering and equipment, the performance record of complete process equipment sets within the plant station must meet the above requirements. If the contract does not clearly reflect the amount of such complete process equipment sets, supporting documents such as project settlement audit reports must be provided. For projects without completed settlement audits, bidders must independently provide equipment lists (including unit prices) and cumulative amounts from the contract for verification by the judges. If fraud or calculation errors are discovered, the bid will be disqualified. If relevant materials are not provided as required, the performance record will not be recognized. (4) Subcontract performance records will not be recognized.]
Requirements for performance documentation regarding the supply, installation, and commissioning of integrated process equipment: Performance records must include copies of contracts and completion (handover) acceptance reports (requiring joint signatures and seals from the design institute, supervisory unit, construction contractor, and project owner, with original documents retained for verification). If neither contracts nor acceptance documentation adequately demonstrate the wastewater treatment plant's scale or effluent standards, government-issued project feasibility study approvals, preliminary design approvals, or filing documents must be provided. Performance records lacking the aforementioned supporting materials will not be recognized.
3. The bidder must possess: Grade I General Contracting Qualification for Mechanical and Electrical Engineering Construction and a valid Work Safety License;
4. The project manager requires a Class I Registered Constructor in Mechanical and Electrical Engineering with a valid Safety Production Assessment Certificate (Class B); the construction safety administrator must possess a full-time safety officer's Safety Production Assessment Certificate (Class C); all certificates must be within their validity period.
5. Any deviation from the clauses specified in the first volume of the tender documents that may result in rejection of the bid documents shall lead to bid disqualification.
