3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder shall have a valid business license for domestic bidder or business license certificate for foreign bidder.
2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.
3) The bidder shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// m.1988163.com) before bidding.
4) Credibility requirements:
① From January 1, 2020 to the present, the domestic bidders must not been listed in the national enterprise credit information public display system or in the business exception list, and not been listed in the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platform at all levels. The list of executed persons in breach of trust.
Supporting materials (bound in the bidding documents): The bidder should provide "National Enterprise Credit Information Public Platform" (http://www.gsxt.gov.cn) and "Credit China" (www.creditchina.gov.cn). The screenshot should be stamped with the official seal of the bidder and attached to the bid document.
② From January 1, 2020 to present, the overseas bidders must have no bad performance records or serious quality problems in China, otherwise their bids will also be rejected.

③ The bidder must not be listed in the blacklist database of suppliers of Sinochem Holdings (the list is subject to the deadline of bidding);
5) The bidder must be a manufacturer, the agent bidding is not accepted for this project.
Supporting documents (bound in the bidding documents): Bidders are required to provide a manufacturer's qualification statement stamped with the bidder's official seal.
6) The bidder has a valid Manufacturing License for Special Equipment (Pressure vessel A2 and above, the manufacturing license of overseas bidders should meet the subject matter import license and use registration license) issued by the State Market Supervision and Administration of the People's Republic of China.
Proof materials (bound in the bidding documents): Bidders are required to provide copies of appropriate certificates stamped with the bidder's official seal.
7) Performance requirements:
From January 1, 2019 to now (subject to the contract signing time), the bidder has at least 1 supply performance of EVA or LDPE plant with low-pressure separator coated with Teflon on the inner wall.
Proof materials (bound in the bidding documents): the bidder shall provide the key pages of the corresponding performance contract (including the contract cover, scope of supply, contract signature page) or a copy of the complete contract with the official seal of the bidder, the scope of supply shall contain the supply quantity, specifications, device name, user name, user location, etc.; if the contract content does not reflect the equipment with Teflon coated inner wall, then the technical agreement or drawings should be provided to include the equipment with Teflon If the content of the contract can not reflect the Teflon coating on the inner wall of the equipment, it is necessary to provide the technical agreement or drawings containing Teflon coating on the equipment, and corresponding to the supply performance contract. If the corresponding performance contract materials can not reflect the above content, in addition to the contract, you need to provide other relevant materials stamped with the official seal of the bidder, the contract copy is not clear or do not provide a copy of the contract are considered invalid performance.
8) The Joint Venture bidding must not be accepted in this bidding project.
